Unable to open an existing solution because of 'Microsoft.Build, Version=4.0.0.0

When I tried to open an existing solution or create a new project, I got this error message:

Could not load file or assembly 'Microsoft.Build, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. The module was expected to contain an assembly manifest.

I have tried to repair VS 2012,  Run the devenv /InstallVSTemplates ,devenv /Setup,repair .net framework 4, and other things. But I still got the same problem.

I would appreciate your help to fix this problem.
